The HR Specialist will identify and attract top level professionals to fill job openings for Touro University Nevada faculty and staff positions. The HR Specialist must be able to successfully manage, prioritize and close searches against a timeline and have extensive knowledge of Talent Acquisition. In this role, the HR Specialist delivers HR support, advice, and services (in conjunction with the HR Centers of Excellence) to facilitate and advocate on all HR matters and activities, such as recruiting, new-hire orientation, and onboarding. The HR Specialist applies broad expertise and experience in various HR disciplines to enable, facilitate, and enhance customer and team performance and productivity.

1. Collaborate with Department Heads and/or Hiring Managers to identify hiring needs.
2. Collaborate with Department Heads and/or Hiring Managers to produce suitable job descriptions.
3. Develop and implement strategic initiatives for recruiting diverse talent.
3.1. Implement new processes and fine-tune standard processes for recruiting that align with TUN's mission to deliver the highest quality of faculty and staff for our students.
4. Create and implement sourcing strategies to attract passive job seekers.
4.1. Utilize external sources job boards to generate traffic to the TUN careers page.
5. Manage full cycle recruiting process to meet the various recruitment goals across all levels within multiple business units.
5.1. Work closely with hiring managers and/or committee to maximize effectiveness of recruiting process.
5.2. Work with hiring managers and/or committee to ensure job requirements and expectations are clearly understood and candidates are assessed against appropriate criteria.
5.3. Utilize the Applicant Tracking System to review applicant submissions and appropriately disposition each applicant based on their qualifications.
5.4. Conduct phone interviews with potential candidates.
5.5. Engage in regular follow-up with the respective hiring managers and/or committee and candidates to ensure timeliness of recruitment process.
5.6. Assist hiring manager with creating the offer and closing the candidate.
5.7. Demonstrate the ability to anticipate hiring manager preferences through high offer to interview ratios.
5.8. Partner with the Finance Office throughout the recruiting and hiring approval process to ensure on-going reconciliation of the budget.
5.9. Update and maintain the position control document on a regular basis.
6. Build and maintain a network of potential candidates.
7. Oversee all phases of the onboarding process.
7.1. Conduct background check of selected candidate.
7.2. Utilize the Applicant Tracking System and Human Resources Information System (HRIS) to perform all onboarding tasks required to hire an employee.
7.3. Collaborate with the Operations department, Communications department, Facilities, and IT to ensure all onboarding requirements are met.
7.4. Communicate with the hiring manager to ensure the new hire experiences seamless departmental onboarding.
7.5. Provide assistance, support, and guidance to new hires as they onboard.
8. Facilitate New Hire Orientation.
8.1. Ensure new hire is able to access the Touro Network.
8.2. Assist new hire with obtaining their identification badge.
8.3. Provide an office tour.
8.4. Provide the new hire with a welcome packet, and a detailed presentation that includes Touro history, benefit information, and policies.
9. Recommend ideas and strategies related to recruitment that will contribute to the long-range growth of the university.
10. Partner with Campus Leaders to forecast and develop plans for key recruitment Demonstrate a strong commitment to continuous improvement; ability to proactively network and establish effective working relationships; continually seek new sourcing options; and develop creative approaches to delivering candidates to hiring committees and managers.
11. Build and utilize a variety of sourcing plans and tools, including internet research.
12. Actively participate in all recruitment related activities and engage in cross functional projects, including Employee Onboarding, New Hire Orientation, Employee Growth and Development Opportunities, and Employee Engagement and Recognition.
13. Manage and prioritize multiple searches; track and report key metrics designed to measure and predict recruitment activity.
14. Execute recruiting strategies, including employer promotion, and interview process management.
15. Other HR related duties as assigned by HR Assistant Director and/or Director.
